What is the solution?

Europe must stay at the forefront of innovation and R&D. The EU’s mission to modernise copyright is law is laudable, but it cannot be done at the expense of Europe’s economic future.

The EU should exempt TDM from European copyright law for all users, for both commercial and non-commercial purposes in order to ensure continued leadership in technology and research while continuing to protect certain authors.

At a time when other regions in the world, such as the US or Asia, have made it legally easy to conduct TDM, which has led some European innovators to do TDM there, rather than in the EU, we want to advocate for a full exception to ensure that European research remains globally competitive, and that all Europeans have the chance to benefit from the use of TDM.
